Attest an APIbase receipt on GenLayer

Attestations are produced by GenLayer validators, each of which fetches this receipt and the USDC transfer on Base independently; APIbase cannot alter the result.

The hash covers /r/<receipt id>.json, which is immutable; refunds are shown at the sibling .refund.json and do not change the hash.

v0 limits: only x402 calls settled on Base, and only billed calls, have a receipt that can be attested. Calls paid from a refund credit balance or on Tempo are not covered yet.
